I can't get my Garmin Montana 750 to sync contact and preset messages with explore.garmin.com

I can create contact both at explore.garmin.com and on the 750 itself in the INREACH options.  However even though Garmin connect completes the sync, it has no effect on contacts or the preset messages that I create in explore.
