Is the Enabled plan available to everyone?

You should be able to switch to the Enabled state from your current plan. Did you also check on the Garmin subscription management site (accessible from explore.garmin.com) to see what is available?

Not sure what you exactly mean with “connect a new Mini2 device in Kazakhstan” though. If you mean purchasing an inReach subscription for a resident of Kazakhstan, best check the local Garmin site.

Both have only the option to cancel the contract or unfreeze.

What do you mean with “unfreeze the Safety plan”? You either have an annual contract on Safety plan or a Freedom contract that is on Safety or is suspended.

In the first case there’s nothing to “unfreeze”. In the second case you should be able to switch from your current suspended plan or the Safety plan to any of the new plans.

Can you post a screenshot of what the subscription portal shows for your inReach subscription plan?

What do you see when you click Reactivate Plan? You should be able to choose between the old plans, the new plans and the Enabled state.
