How do I change preset messages?
You don't. At least not anymore. The messages formerly known as "preset messages" are now known as "check-in messages". The text of check-in messages is fixed. The recipient list for all three is the SAME (even though the web site might make it look like you can change the recipient lists individually).
This is another place where "Garmin knows best". On the forums, I have not seen anybody who knows how presents used to work who LIKES the restrictions on check-in messages.
On my mini 2, there is another feature called "pre-written messages" which you can find under the general Messages area.
These allow you to write some reusable text ahead of time and send them in regular text messages. So, it can help avoid typing out message content on the device itself, but it will still bill the same as any custom message that you did type out.
I don't have my mini 2 on available right now to confirm, but I think you should be able to edit these pre-written messages from one of the phone apps, where it is easier to type, and sync them to the device for future use. Just keep in mind that these are different areas of the menus. Check-ins are their own thing and cannot be customized anymore. Pre-written messages are just a part of the regular custom text message interface.
Yes. These are called "quick text" messages. They have configurable text, but no predefined recipient list. That is, when you send one, you address it as if it was a completely custom message.
But remember - the OP asked about presets.
I know that quick text can be customized on the web site, then sync-d to the device. It IS important to sync these. They can be sync-d via the mobile apps. I do not know about editing them in the apps. I stay as far away from the mobile app mess as I can.

If you have presets you can still change them in the Garmin explore website, but if you have checkin messages you can’t. Check your explore website to see what you have if you’re unsure. If your Garmin account is newer than September 27/2022 you’ll have checkin messages or if you were duped into converting your preset messages to checkin as some people were. If your account was set up prior to that date hopefully you still have changeable preset messages.

AND you have not opted to "improve" your experience by converting to check-ins. This a one-way street. Once you opt-in, you are stuck with check-ins forever.

I think quite a few were probably tricked into thinking it was an upgrade as it is worded as an upgrade/improvement.
Thank you! It turns out my problem was there are 2 websites and I'd logged in to the wrong one (garmin, but needed the explore.garmin). But I didn't know about the check-ins! I will be careful not to switch, as I like the editable ones. :-)
