I have seen posts on this subject. Never seen a solution. You are going to have to open a support ticket.

It seems to have resolved when I opened a private window and went through the activation process again. Fingers crossed it’s working now. Thank you for reaching out.
I've been having same issue for 5 days, contacted support and still waiting for a resolution. Have tried activating on multiple browsers on multiple device with no luck. Purchased so I could be involved in search and rescue but haven't been able to due to activation issue.
There have been issues with activation over the past few days. Supposedly they are resolved. You should probably try activation again before fighting with a support ticket.
The trick here is ALWAYS to attempt activation in an "incognito Window". Every browser has this feature, but each calls it something different. "Incognito" is the Chrome term. Safari and Firefox call it "private". Without getting into the gory details. using an incognito window avoids the use of ALL cookies that might be left over from other activities.
If you can't do it from an incognito window, then you will have to open a support ticket. Particularly if you tried and failed while activation was broken, somebody from Garmin might have to sort things out on the servers before you can successfully register.
The registration issue is NOT resolved.
I tried it with a different eMail, different browsers, private/incognito etc. Wrote to the support, and they are still working on it. Pretty frustrating buying a 700$ device with one mayor selling point not working.
