This should not be the case. Are you sure you are using preset messages and not quick text? Preset messages are not chargeable on any plan. Quick text messages are chargeable on all plan when used in excess of the plan allowance.
Definitely using preset messages, set up three recipient sms and it’s taking them from the plan.
Contact the billing people. Should not be doing that.
Where are you getting the information as to how this is charged? The ONLY thing that is reliable is the monthly billing statement. Anything you find on explore.garmin.com or on the device itself is suspect. Nobody knows why Garmin has so much trouble keeping all versions of this data in sync - but they do.
Because you are talking about a new device, I suspect you have not seen a billing statement?
The amount is on the explore website, under the plan details, says I have sent 7 preset messages and used 19 out of the 40 messages in the plan

For this (the fact that the data on explore.garmin.com is inaccurate), you can open a support ticket. But I would not worry about the actual charges unless the bill itself (when it comes) is incorrect.
I got my details from the explore website see photo. If your statement is correct that the billing statement will be the Definitive record of what messages are used versus what messages are build, then that’s fine if this is a known glitch. It is concerning though that having just bought it the information that the website is showing is incorrect and could potentially limit use of the inreach when out and about, which is the reason for having bought it in the first place

Either Garmin can't fix it or it's not a priority with them. Either way, there is no point in worrying about it until you get a bill. In my experience, the bill will be fine. If it is not, use the above link to find billing support contact information for your region.
