Trouble Assigning Account to user

I am having trouble assigning users to some Messenger devices. See the photo below—the message says the current email is already in use by another user. Could this be because the user already has a personal Garmin account linked to the same phone number? These are work devices, but we're using our personal cell phones. Can you confirm if that's causing the issue?

I have some 230 entries in our user list and this was lot of trouble earlier, as number of users had some garmin thing privately.

meanwhile the work devices they are created with something like a dummy mail [email protected], only in special needs I do assign real mail, but do check this with the user before. To have at slight overview, I am leaving the users in my account list even some of them really passed away already.

To change mail in a prof account is not impossible, but takes some time with the support, as this seems to be some complex thing ;-))
