Mapshare is done via the Explore website or app, where you share your map page with someone else. That is free.
If you want to send tracking points from the Mini to the map page, so someone can see where you are, then the cheapest safety plan has a charge. The charge depends on your country. In the US, it is ten cents for each tracking point. You can change how often tracking points are sent to control your costs.
You can send unlimited check-in or preset messages for free, including a copy to MapShare. So, manual upload of position is possible at no additional cost.
My example is using Garmin inReach Mini 2 with an old subscription/account.

the cost of using Mapshare should be included in your plan and should not incur any additional charges.
Somehow your position must travel from your device to the MapShare server. That transmission could be charged.
Just like sending a preset message (which does contain your location) to any of your other contacts, sending a preset message to Mapshare occurs no additional charges. Presumably the (relatively small) costs of the preset messages are being paid for out of your monthly fee.
