Iridium satellite network is a commercial organization, they need some revenue to maintain the satellites and ground stations
The 66i can be used as a hand-held GPS without a subscription. No inReach messaging, tracking, or SOS - but a regular handheld.
IIRC, you have to bypass activation each time you boot the device.
