Do not buy used inReach devices.
Just. Don't. Do. It.
The previous owner needs to completely cancel service on the inReach device before it can be activated on a new account. This article from our Support Center has more information, it is for the inReach Mini but would apply to any inReach device: Preparing an inReach Mini for a Transfer of Ownership. There can be other account-related issues from the previous owner that may also prevent you from activating the device.
Bottom line is that Garmin will require the PRIOR REGISTERED OWNER to remove the device registration before you can register it. Period. Since it's a pawn shop purchase, I assume you are not in contact with the prior owner. The chances of the owner having "done the right thing" before pawning the device are pretty slim...
Thanks for the advice, I knew it would be a can of worms but not that bad. Heck, how would you know if any device had been properly "removed" or "canceled"? Can you email Garmin the imei#

May I ask what the 66i does that makes you want to update from the Explorer?

Here is what you could do:
1. Negotiate a price for the device at the Pawn Shop.
2. Tell them you have one condition.
3. Tell them you have to connect the device to your laptop and see if it can be registered or if it is locked out.
4. Attempt to register the device to your account right there while they witness the results.
5. If the device registers OK, complete the purchase.
6. If the device is locked, decline to buy, and tell them you have provided them with valuable information!
I like a deal and I like toys. If I can pick this up for three bills cash money, I'm in. Birdseye imagery is the big win. Yeah I can take my phone and dicker with the app, sync with my Explorer+. But a phone, that's just one more thing to carry and keep charged, keep dry, and occasionally get calls from work when a tower pings. UGH. So just carrying one item that work can't contact me with, ('cause I don't tell 'em) is a win. I hate phones.
And not really upgrading for me, I would be buying this for my brother so we could reliably communicate between us when we take two boats into the great unknown and VHF radios don't reach between us, or our buddies.
If I could talk all of my crew into getting at least an SE that would be fine. We hunt rivers and swamp, so topo is just a useless green blob, making our waypoints that we've made harder to read. I've turned it off on my + and what a relief.
The birdseye imagery is nice though, you can look to see what chute connects what oxbow off the river, make a waypoint, turn the imagery or topo off, and then find the mark at zero dark thirty in the morning.
I still use my EtrexHCX beside my Explorer+ we go so far, that two GPS and more compasses than I care to admit are normal. A busted boat motor propeller this season could have been a real SOS situation as we were downstream of the boat ramp, with wind. but we pulled into a slough and put on the spare prop, back to hunting.
I like the laptop idea and may give that a try.

I purchased a used inreach mini. Absolutely no regrets. I had no issues registering it.
I did, however, find it didn't have very good battery life. Sufficient for most things and I could take a small battery bank.
In the end I contacted garmin and purchased a refurbishment. Ended up with good battery. Was still cheaper than buying new and just as good. I can leave it in a draw for a month and still at least 95% charged.
