AFAIK, this is not currently possible. At present, the 66i gets its weather information from the paired phone, via GCM. I have no idea where GCM gets its weather data. You're not going to get weather data if you have no cell coverage.
Eventually, we hope that the standard iR weather feature will be added. That delivers weather information via the Iridium satellite network. The provider for that data is DarkSky. Even if the feature were present, you would not have control over the provider.
I haven't tried these because I'm waiting for the Garmin solution, but there are plenty of services that will send a weather forecast for any place on earth via email or return SMS. Here are a couple which refer to support for Garmin. I haven't tried any of these with my 66i, but you should be able to test easily enough from your phone. I hope the official Garmin solution is delivered soon!

I did some tests with the weather report on inReach Mini. I think the weather report is important but I think you need accurate weather information? The Inreach uses dark sky weather and delivers only rudimentary weather information. Not really useful for guys in the mountains.

Well I just got an email from Garmin support saying that the weather isn't working as intended (it was supposed to grab weather via satellite on release, I guess) and that the engineering team is working on it, with no ETA.
So it's nice to at least know they're working on it. But if it was supposed to be working on release... Don't they test these type of things? This is ludicrous!
Did they tell you it was supposed to be there on release? Or is that your assumption? Not being confrontational - just wondering.
Garmin is releasing improvements to the 66i in phases and that seems to have been the plan all along. I am sure that Iridium-based weather is on the plan somewhere. The eventual aim does seem to be parity with other iR devices - or better.
It was inferred. They said that weather was not working as intended, and they are working on fixing it.
There’s an FAQ that says the same thing, it is also shown on a Garmin YouTube clip on the 66i. There must be something major they are changing because sending a txt message with coordinates and getting back a txt message with weather is pretty simple!
Seeing as Garmin can't seem to get this vapeware together I am going to write some code against the Darksky API. I'm thinking if I pass the lat/long parameters along with the forecast type to an email, the email will then trigger the GET request on the API and handover the data back to the 66i device.
I'll share this if I can get it working :)
