Update as of March 10th, 2025:
Please open the Garmin Golf app on your smartphone. Then tap the Profile tab > Go to "My Bag" make an edit to your club type by changing the name of a club or something else…

Update as of March 10th, 2025:
Please open the Garmin Golf app on your smartphone. Then tap the Profile tab > Go to "My Bag" make an edit to your club type by changing the name of a club or something else subtle > Go back one screen and select "My Devices" > Then select the circular arrows sync icon next to the Approach S70 showing on the next list to sync your watch.
Allow a full sync in the Garmin Golf app and then test to see if the concern continues. For those continuing to have the concern after syncing in the Garmin Golf app, please communicate in response to my direct message or here in the thread.

Happy to provide whatever info you need as not working for me either. Red exclamation point where the cub suggestion would be. Thought it may be due to data on each club is missing so it cant make a suggestion, but the app still holds all of the averages. Also watch club selection (after shot hot) isn't the same as the active list on the app. Looks like the data held in the app hasn't / isn't being synced across after the software update.
Seems consistent with the issue I had trying to assign CT1 with clubs when I just updated to v20....Could only see the "standard" selection of club, not my usual clubs listed in "My Bag".
Then several hours later, out of nowhere, I could reassign CT1 with my clubs selection from "My Bag".
It's possible that the historic of club data was not synch properly. And if so, we will have to wait for 5 games to get the Virtual Caddie advice.
Garmin update have a bad reputation for being buggy unfiortunately.

This fix worked for me today. Everything back to normal.

March 13, 2024:
Software update version 20.24 was released to also help correct the concern with the club list that occurred after 20.21 resulting in virtual caddie displaying the exclamation mark when attempting to use the feature at the course.
Ensure you have made a slight edit to the club list and save the change to "My Bag" in the Garmin Golf app. Then ensure you have synced your watch to the Garmin Golf app after the change was made.
Please note that testing virtual caddie at home does not work, as you must be located at the actual course you are selecting on the watch in order for the feature to display club recommendations.
