However a couple of reviews hint at this being in the watch but I cannot find it. I suspect it is not, but is anyone able to confirm

Steps yes, but stairs no as I don't think there is a sensor to measure elevation change.
Thanks. I thought that might be the case, my searches were coming up with mixed results. It's not a big deal, just would have been a nice feature to have.
If it doesn’t have a sensor to measure elevation, then how can it work out the plays like feature for golf on slopes?
I expect the base elevation of each of the greens is included in the course map. When receiving the GPS signals, the location triangulation can provide an approximate height above sea level and hence you can determine elevation to the green from wherever you are currently standing. That level of granularity is probably fine for golf calculations but a step is likely 3-12" of vertical rise and I doubt that's measurable just on the GPS signal alone. Check with wikipedia to get a general sense of consumer GPS accuracy.
