The step counter relies on the natural swing of your arm that you wear your watch on so you will be fine while driving. It uses your accelerometer sensor to determine your steps each day.
You can turn off Activity Tracking, which will prevent steps, floors climbed, etc. from being recorded. It's an all or nothing setting.

I drive on dirt roads and have accumulated 5000+ steps while driving. No way to turn it off? I have a fenix 6Garmin - Chris
