This is definitely not a "memory" issue. It says it in the error. It's an available storage issue, and its absolutely frustrating that there isn't an easy way to clear what is queued for download. The isn't enough storage for an app selected, but how in the world do we clear the queue?
I figured out how to "fix it". You have to go to my device and swipe to the left on the queued item.
