Premium maps not loading.

Please can someone for the love of god help me?
I've called customer support and still no solution.

I have Garmin Golf App & Garmin Connect App. 
Both are connected and synced properly to my watch.

I've downloaded Garmin Express and have updated everything to date.

I've cleared my browser cache and history.

I've started the golf round through my watch with the Garmin Golf App open and running on my iPhone.

I've disconnected my watch from my iPhone, deleted both apps, re-downloaded them, and re-connected my watch.

The premium map still never downloads.

When I click 'View Course Stats' in the app after a round, it still gives me an error.

What is going on? I'm paying for something that doesn't even work.

How do I explain this and get my money back? Who do I even call to get my money back?

I'm sorry to keep bugging you, but man the lack of a solution is frustrating.

The only thing is that the premium membership is working on the Garmin Golf app, as I can see the green contour on there.
