Just played TPC sawgrass. When ball goes in water, the placement after penalty is at the bottom of a steep slope very close to edge of water. Slope affects next hit and ball goes back in water unless I wedge it backwards. Rules of golf say you can go back as far as you want on line to hole. So why not go back at least to a flat spot? This should be a simple fix.
