Garmin Approach R10 Fails to Connect to PC (E6Golf)

I'm at my wits end with trying to get the my G10 to connect to my PC to use the Desktop version of E6.

No matter what I try every time I try to connect I'll get:  Connection Failed - Please make sure your E6 Connect software is running and check your computer name and port number before trying again.

It take a full 20 seconds before failing when I have everything set up properly and think that it will connect, but if I have something mis-configured it fails out almost instantly. 

These are the things I've tried:

1. Tried both my 2.4 and 5.0ghz signals (ensuring both my Iphone 13pro AND laptop are on the same one)

2. Turned Firewall off on my laptop, even tried it off on both private and public network settings

3. Made Firewall rule to allow on port 2483 in on my ATT Router/Modem (Also tried about 10 other ports just in case)

4. Tried a different laptop (windows 10 vs. windows 11) - Did 1 through 3 above

5. Went as far as getting out an old Linksys router and set up a separate network with it, put in the new IP's that DHCP assigned from that router same issue.  I even went as far as to  disabled the firewall in it completely on the router and tried with both laptops, even disconnected the internet and do E6 offline and the same error exists.  

I'm fresh out of ideas, I NEED to get this working.
