The FIT SDK does not enforce any rules when it comes to logging HRV to the activity file. The rules are specific to each manufacturer, device, and sport mode.
Regardless of the sport mode, with Garmin devices you also need to use a compatible chest strap that broadcasts the HRV data. You will not get HRV data from the optical HRM.
There is a specific forum for each Garmin device, your question may have already been ask/answered there. If not, asking it there might get you an answer about specific sport modes.
