Watch restarts while trying to pair to phone

Primary Issue:

Garmin Forerunner 965 will not pair to my phone via the Garmin Connect App.  Shortly after confirming the Bluetooth PIN on the phone, the watch will say "Finishing setup in app." but restarts shortly after (sometimes it stops on a complete blue circle around watch face, other times the blue is still swirling around).  The phone app shows ~30% complete but times out.

History:

The watch froze during installation of the 22.14 update.  A hard restart was the only only option.  After restarting, the watch would no longer pair to the connect app.  Other connectivity remains, Wi-Fi syncing, Bluetooth headphones, etc.

Fixes Attempted:

Removed the watch from the app and attempted to connect again.

Confirmed all updates were made/confirmed via Garmin Express.

Maps were removed and reinstalled. - Trying to trigger some kind of update.

Factory reset performed on watch, repeated all updates via Garmin Express.

Uninstalled app from phone, unpaired watch from phone, restarted phone, and reinstalled the app.

In all cases the watch was well charged (80-100%).  The phone and app still sees the watch, but the watch continues to restart when attempting to pair them.
