The same happened to me. I have a Xiaomi Mi 9T Pro and Garmin Vivoactive 3.
What finally worked for me was this:
Apparently, Garmin Connect is only allowed to start and hence make a Bluetooth connection when the app is open.
Hopefully it works for you too!
I do it this way ... open application so you can connect. Then press the home button. , then press the square with the recent open applications. Prolonged pressing on the connect and then press the padlock.
This is what helped me with the Xiaomi Mi 10 and the Garmin Venu
