Putting statistic

Why are strokes made with the putter outside of the green counted as putts in the statistic? I played a round where I putted 2 times from the fringe instead of using a wedge and these two putts are added to the total number of putts in the round which are misleading.

In that one off example, it was the interpretation of your golf device that you were on the green. Consequently, your strokes were seen as putts.
