I cannot create a new collection in Explore Web. When I do, I get a spinner, and it never stops spinning -- and the collection is never created.

It sounds like you might have a browser issue. Please try clearing your browsing history, using a private/incognito window, or using a different browser. Instructions can be found here:
Just tried this, works fine for me. What browser do you use, and did you try a different browser as well? Or clear browser cache to see if that helps.
