Make sure both devices have blue tooth on, and each device appears on the other device's list of bluetooth connected items. If that is the case and it still doesn't work, use the "forget device" on the phone to remove the Mini, and do the same on the Mini regarding the phone. Turn off bluetooth on each device and shutdown both devices. After a few minutes, turn on both devices and attempt to connect via bluetooth again.
