Exactly, Explore does not create courses with turn notifications. A workaround is to change to "Use Map" instead of "Follow Course" in the course navigation settings on the watch. The watch will then recalculate the route and create the turn notifications on the device. The downside is that it consumes more battery and that the watch might choose a slightly different route when recalculating.
