I haven't found any threads about this, but is there a way to add navigation instructions when creating tracks with Garmin Explorer? I don't understand why Garmin Connect does this, but Explorer doesn't.

No, it's not possible. I agree that it's weird. One of many weird Garmin design decision. Maybe they plan to add it to a future Explore+ premium plan, who knows
