You can sort of do this. If you create a new workout and select "Custom" as the workout type you can define a series of timed steps and add notes telling you what each step is. It won't keep track of your reps though, that needs to be a strength workout but then you lose the ability to have a cardio step like run.
You might look into available ConnectIQ apps. There might be a third party app out there that can do what you need better then the built in software.
Once I create the workout and transfer to my watch, where can I find them?
I saw some workout-tabata intro (under training) from connect, transfer to my watch but I am failed to get the training.
Do you know which exercise mode should I looking into it?

You didn't say which device you have so I can't be sure this will work but on the Fenix series, and probably most of Garmin's modern watches, you'll have to create a new activity type. If you go to the bottom of the activity list there is an option to add a new one and you can select "Other" as the type. Name it what you want and set up the data screens.
Then go to this activity type and go to the menu, under training>my workouts your custom workout should be available.
