BUG - can't export data, connected services don't recieve activites

When I try to export an activity I get an error page with HTTP 403. See attached.

Possibly related:

- A connected third party (tapiriik) is not receiving new activity.
- Garmin Connect was no longer listed on Strava's connected services.
