My Garmin Connect account doesn't allow for activity tracker change

I cannot sync my vivofit device for months (steps and sleep data) since my device was not set as the activity tracker (I used to have another device). When I go to the link for changing activity tracker, there is no such option in my account, where it is shown it should be - at the bottom of the page.
Basically I have no way to sync my device for almost a year.
