Try it in classic. Click the upload button in the upper left corner. If you get the error message that communicator is not installed, right below it is the link for manual upload. It does have to be 1 activity at a time.
I've also been told that in order for uploading in modern to work, express needs to be running. I tried it once quickly and it didn't work for me. However, I didn't really try very hard.
