Speeding Ticket from GPS data online?

Can you get a speeding ticket (or other type of fine/punishment) based on Garmin Connect segment leader boards (or Strava etc)?

In the UK no, the speed has to be measured using an approved device.

However, I am waiting for a trial where their defense is based on the data from their GPS
