Segments: not all segments are shown on a course that I create

Hi everybody,

I noticed that when I am creating a new course (by hands, or from an activity), not all segments are shown on that course. Let's take that example:

If you click on "Cycling segments", then you will see some. However, there is at least one missing:

That segment is clearly part of the course I defined, but it doesn't appear there. I am wondering why this sometimes happen. Also, I defined that course multiple times since a few days, and it appears that every time I define it by hands, I get different segments. Is this a knew issue? If this is not an issue, how is segments inclusion calculated?
