Garmin Fenix 3 - Won't download Apps

I have the new fenix 3 saphire edition. I have downloaded several apps and widgets in garmin express. It says they are downloaded in express, but when going to the watch they do not appear in widgets or apps. Any suggestions on how to get them to appear?
I just got a new fenix 3 right out of the box it needed an update. So I updated it. Now when I try to get any app or widgets it says fenix 3 needs updated to get this app connect to garmin express. I updated garmin express and the watch shows ver 7 software. Any ideas?
