Report on and export data over 12 months old?

Yes. Look at https://connect.garmin.com/reports. Then choose custom dates. Then export to CSV.

Old reports (link above) is way better than modern.

So the custom date range feature is not available within the "Modern" interface?

If so that is a shame. I wanted to leave all my Data in Garmin Connect over the years but be able to run reports on it.

wat. It's still there... idk how you'd get all the data out of moden though so just use the old version. You can see the data in the 'modern' mini graphs for 12+ months ago by clicking back and going further than 12 months ago on each report. Or buy another brand of activity monitor if they do it better.
I'd say give it about 2yrs and apple will have something that isn't a complete mess like connect is...
