Unable to connect to Garmin Connect via desktop?

Getting the following message in Chrome:

You don't have permission to access "connect.garmin.com/" on this server.

The reference numbers seem to change when I reload the page, so it looks like it's a counter of some sort.

I'm having the exact same problem with my Forerunner 220, using Chrome and Firefox. I've tried deleting and reinstalling Garmin Express, clearing the browser caches, and updating Java. Nothing. I get the Connect interface, but it's not functional. So far, Tech Support has not offered anything useful.

Anybody have any ideas???
