I have all my activities set to Everyone but when I look at segments it says my rank is not available because my activities are not Public.. What gives Garmin ??

I have the same problem adding my rank to an existing segment.
It complains that the privacy setting is blocking.
I have unlocked the entire triathlon to ensure it is public to Everyone, but the bike and run stages do not have a padlock symbol and is thus treated as private.
