920xt with WiFi needs Garmin Express installed to sync FROM Garmin Connect?

When syncig courses, calendar or workouts from Garmin Connect to Garmin Forerunner 920xt, it seems, that Garmin Connect refuses to send activities unless Garmin Connect Plugin and Garmin Express is installed on the PC.

Or am I doing something wrong?

My idea is, that on any PC (without Garmin Connect Plugin installed) I will create a workout and send it to my device using WiFi tethering of my mobile phone.

I've tested this for you using a virtual machine. Garmin Connect does not seem to understand the WiFi sync and my browser also gives an error message. Connect however does queue the workout (or course or calendar item) on the sync queue. If you hit the back button of your browser you can see this. When I tested it and connected my 920xt to wifi, it did receive the workout I just created.
