Oregon "setup" is missing

Today I was moving around some icons. I wanted the "setup in the middle. When I let go of it it went missing and I can not find it. I am fairly tech savvy however this has me miffed. It's not on another page or down below. It has simply disappeared. Anyone know how I can get it back??? or where it might have went???
