Time Zone 15

I update through Express, and it says after the download that the software is up to date. But then upon restart, it wants to re-download again. I'm in Russia and the time zone just changed, so I'm an hour off. From other posts, Time Zone 15 will fix this, but somehow it doesn't take. I'm on Windows 7 with a Forerunner 610. Any suggestions?
