Connect to computer with bluetooth

Will the IOGEAR Bluetooth 4.0 USB Micro Adapter (GBU521) (OR Simmilar device) allow me to sync my Garmin Vivosmart fitness tracker with my Computer?and will the Garmin Express in turn accept the information?
