Problem installing Garmin Connect (W 8.1) - security related

Hi,
I've tryed to install the sw Garmin Connect/Express with no luck.
I've got a message that is "security related".
the message that I got is:

"Garmin can't open because the Internet connection is being blocked. Try disabling your firewall and proxy settings and open Garmin again ..."

Of coure I've already disabled the firewall , nothing is changed.

I have a PC with Windows 8.1
as browser I've used IE and Chrome ...

any help please?
