I have a Garmin Forerunner10. My partner wants to use it too. Is it possible for use to have two separate Garmin Connect accounts for the same device?

Should be able to. You'll just have to keep it straight between the two of you whose activities are whose. Unless you delete the activities from the device as you upload them, then each GC account will be trying to upload those of the other as well as yours. But you could always delete them from GC too.
If your are going to use the same computer to upload from then you might need to do 'imports' of your data as Garmin Express will probably cause some issues with two accounts from the same computer.
