Since the modern change, I sync my new activities and it lists as a new activity in Connect but doesn't seem to save. In the previous version there was a upload button but I can't seem to see this now.
Okay, so I'm not really clear about what is going on. I don't understand what you mean when you say

What exactly are you saying?
If Garmin Express is working correctly, it is my understanding that it will automatically upload activities from your 800 to Garmin Connect. You shouldn't need the Upload button (from the classic Garmin Connect), or the Import link (on the Activities page of the modern Garmin Connect). If this isn't happening, then there is something wrong with your Garmin Express configuration. I'd start there. I'd uninstall it, and all the other Garmin software you have. I'd root out all of the Garmin directories on your system (namely C:\ProgramData\Garmin and C:\Users\<Username>\AppData\*\Garmin) rename them, and then install and configure Garmin Express from a clean slate.
As for the problem with the Garmin Connect privileges, I'm not sure that there is anyone outside of Garmin that can help you with that.
