As far as I can tell, you should be able to install Garmin Express on a Surface Pro 2. Your Surface has an Intel i5 processor and runs Windows 8.1; It is really just a regular old laptop as far as the software is concerned. What seems to be the problem exactly?
Yes, I realize that. This user specifically asked about a Surface 2 Pro, and my response clearly indicated I was speaking about that device. All of the Pro models (Surface Pro 2, Surface Pro 3) run x86_64 compatible hardware and regular Windows 8.1. The lower-end models (Surface/Surface RT, Surface 2) run ARM hardware and Windows 8.1 RT.
If you do a little searching, you'll find that others have run into problems with the ANT+ stick on the Surface Pro series. They were able to resolve their issues by connecting some other USB device directly to the computer, and then connecting the ANT+ stick to that.
