Plotting a course without access to the internet

Mapping our a course on Garmin Connect also means you need an internet connections and it means carrying a lap top on you your bike trip if planning is to be done each night. Carrying the lap top is not such a difficult task but often internet connections at remote stop overs are difficult and the process can take ages when you are tired from a days riding.
Are there maps and mapping software that you can load onto your computer that enable you to plot a course without needing to access the web?
  • Garmin has a free download called Garmin Basecamp. There is a PC and a Mac version. I've used it to plan some trips on a nuvi, but never for a fitness device. For many, it's not the most intuitive interface but for others it works great.

I don't use it very often, but I think it works with the maps that are actually on your device so you have to have the device connected. You may also be able to install maps to it, but I'm not sure about that.
