Cannot Upload a Bike Course From Connect to 310XT

Never had any troubles with Ant+/Communicator in the years I used it. Since the "upgrade" to Express I cannot get a course to upload. All I get is a pop up saying "Searching for Device". When I open Garmin Express it shows the 310XT connected, software version 4.50 up to date, and garmin Express version 3.2.4.0.

Express seems to be fine though I cannot get it to upload from Connect. That's why i posted it to the Connect forum, though the issues didn't start until I switched to Express.

The same thing happens on my work laptop (W7) and my home (W8).

Another minor irritant is I'm no longer able to upload to Strava or Training Peaks with out exporting a file and doing it manually.
