This issue has been going on and off for a while now. I last had segments register in December. I mostly rode on the trainer during January, so I don't know if and when segments were behaving then, but I've done a couple of rides the last few days which definitely crossed segments without registering.
Going to this link: https://connect.garmin.com/en-US/status shows that segments have been "turned off". Maybe they have deactivated this feature while they sort out things, but who knows.
