Workout: Target BMP to Target BMP

Hopefully an easy question.

I want to set up a basic workout that has me perform higher-intensity push until I reach a certain BPM, and then fall to a lower-intensity push until I recover to a certain BMP.

I tried setting it up as:

Start Repeat (40 times):
1. Interval | Duration: Heart Rate: X BMP | No Target
2. Interval | Duration: Heart Rate: Y BMP | No Target
End repeat

But when I start that workout my watch just sits there and burns through those heart rates rapidly, even before I start running, so clearly I set something up wrong. My question is: How do I set up the workout to do this correctly?

I'm using a Forerunner 620 if that helps or even matters.

    It appears that when you setup an interval with a heart rate duration it triggers the next step when your heart rate is less than the BPM rate that you inputted. Is there a way to have the next step triggered when you reach you BPM going up and not just down. i.e. until BPM is greater than ...
