Might help to know what brand/model monitor and what brand/model device you are asking about. Garmins products come with manuals, that though lacking in other areas, have always seemed pretty good with instructions for pairing.
The things that get some people though is they forget to put the HR strap on when trying to pair, or they don't have the HR field on their display.
