Can't pair Garmin 405cx with new widows 8

Hi,
I've just downloaded the Garmin AT Agent software onto my new laptop, and when I put the USB stick into my laptop it just keeps saying 'Active waiting for new data' . This all worked fine on my old laptop - help please ! Thanks !
I can't get my 405cx to "pair". Garmin express recognizes the device and the 405 shows "transferring data" but then I get a fail message. Based on garmin advice (TA) I uninstalled ANT agent but the symptoms remain the same. No pairing
