Avg HR for workout lower than all lap Avg HR measurement

Can someone tell me how my average HR for an entire workout can be 82 when all lap measurements are > 120? Is this some new Garmin math? Interestingly, I exported the lap details to csv and noticed that my 2 mile WU (it was an interval workout) was black for HR yet it showed a value in my workout... Pretty messed up.
